Stephen H. Burrington, Counsel
Steve Burrington has over 20 years of experience shaping energy, land use, and environmental law and policy in Massachusetts and across New England. His experience includes:
- Serving as Commissioner of the Massachusetts Department of Conservation and Recreation, Undersecretary in the Office for Commonwealth Development, and Vice President and General Counsel for the Conservation Law Foundation;
- Developing key land use strategies currrently being pursued at the local and state levels;
- Guiding the development of laws and policies on smart growth, housing development, historic preservation tax credits, transit-oriented development, local agriculture, and other matters;
- Advising governors and mayors across the country on sustainable development;
- Working inside and outside government on energy law and policy at many levels, from regulatory reform to project development and environmental compliance;
- Advancing renewable portfolio standard implementation and reform; policy options for facilitating the financing of renewable energy projects; electric utility planning and procurement; distributed generation; transmission system congestion pricing; energy strategy for major real estate projects; and wind power siting;
- Developing clean energy and other sustainable development strategies for real estate developers, business groups, and non-profit organizations;
- Representing organizations and groups in administrative proceedings or litigation under major federal and Massachusetts environmental laws during 15 years of service with the Conservation Law Foundation.
