Douglas H. Wilkins, Partner

Doug Wilkins has extensive experience in administrative, trial court, and appellate litigation.  With insight drawn from his background in both the public and private sectors, Doug has achieved significant victories for his clients in trial, appellate, and administrative forums.  His experience includes:

  • Arguing more than 70 reported appellate cases in state and federal courts;
  • Handling hundreds of trial court and administrative matters;
  • Representing developers, businesses, landowners, citizen groups, project opponents, and municipalities in litigation and permitting proceedings at all levels of government;
  • Litigating land use, environmental, and governmental matters in the Superior Court, Land Court Appeals Court, and Supreme Judicial Court;
  • Representing the Commonwealth in federal litigation to clean up Boston Harbor and Salem Harbor;
  • Overturning the environmental review of a bioterrorism laboratory in a densely-populated inner-city neighborhood;
  • Obtaining scores of land use permits for a leading wireless telecommunications carrier's network;
  • Representing clients on all sides of complex development projects;
  • Serving for 14 years in the Office of the Attorney General of Massachusetts, including as First Assistant Attorney General, Chief of the Government Bureau, Chief of the Trial Division, and Litigation and Training Director;
  • Chairing the Superior Court Bench/Bar Committee (Middlesex/Suffolk) of the Massachusetts Bar Association's Civil Litigation Section;
  • Co-chairing the Boston Bar Association Wetlands and Waterways Subcommittee of the Environmental Committee;
  • Doug is a life member of the Boston Bar Foundation, a published author of a wide range of bar-related periodicals, and a frequent panelist on educational programs;
  • Law clerk to U.S. Senior District Judge Frank J. Murray in the United States District Court for the District of Massachusetts.
