Stephen D. Anderson, Partner

A co-founder of the firm, Steve Anderson has more than 30 years of experience as a counselor, advocate, and litigator.  Steve is known for his mastery of complex environmental, land use, municipal, and telecommunications matters, as well as his attentiveness and responsiveness to client needs, aggressive advocacy, and demonstrated results.  His experience includes:

       
  • Serving as lead counsel for AT&T Wireless and Cingular Wireless on hundreds of permitting, transactional, administrative, and judicial proceedings in Massachusetts and New Hampshire;   
  • Acting as lead counsel in complex federal and state Superfund litigation, mediation, and negotiated settlements, recovering tens of millions of dollars of environmental remediation costs, remedial action, and damages from responsible parties, as well as defense costs and indemnity proceeds from national insurers;   
  • Serving as a Federal Court appointed master, an arbitrator, and a mediator in complex federal Superfund cases;   
  • Serving as town counsel for the Town of Acton;   
  • Providing special environmental counsel to Massachusetts cities and towns on the Boston Harbor clean-up litigation, federal and state permitting and environmental enforcement proceedings, and federal and state Superfund sites;   
  • Acting as special municipal counsel concerning inter-municipal disputes over development rights, infrastructure, and mitigation of project impacts;   
  • Serving as lead counsel to developers, municipalities, and project opponents in permitting and litigation concerning complex development projects, affordable housing developments, water pollution control projects, solid and hazardous waste facility siting and operation, wetlands protection, NEPA and MEPA matters, toxic substances control, environmental licensing and license revocation issues, Article 97 restrictions, Chapter 91 issues, groundwater protection, Title 5, subdivision control, zoning, environmental audits, and related areas.

Steve has also written, taught, lectured, and chaired many professional programs including:

       
  • Articles in environmental and telecommunications law, including the 2008 update to the "Massachusetts Superior Court Civil Practice Jury Instructions," G.L. c. 21 E Claims, MCLE (2008) (with Hon. P. Brady) (publication pending), and "Telecommunication Facility Siting: Creative Settlement Strategies for Land Use Development Litigation," CLE International (5/12/06) (with M.L. Brenninkmeyer);   
  • Advanced Environmental Law and Administrative Law at Boston College Law School, Environmental Law at Franklin Pierce Law Center, and a seminar on the Regulation of Nuclear Energy at Harvard College;   
  • Continuing legal education seminars in fields such as land use and development, telecommunications, affordable housing, environmental cost recovery, allocation and damages, and use of experts in environmental cases;   
  • Steve is Chairman of the Andover Board of Appeals and a Hearing Committee Member for the Board of Bar Overseers for District 2 (Middlesex and Essex).
